Some graphic cards don't support OpenCL image objects (like AMDs RV7xxx GPUs for example). For these type of cards, using OpenCL buffers is an alternative to get the NLMeansCL running. Though the performance will suffer a lot.
For example: When forcing to use buffers instead of images, the fps on my Geforce drops from 23.05 to 3.90
